Rent increases are now capped at 3 percent a year or the rise in the cost of living, whichever is lower, with just-cause eviction rules, two months of relocation help for no-fault evictions, and a city rent registry. Arturo voted to start the study in August 2024, seconded the ordinance at its first reading on November 4, and voted to adopt it on November 18, 2024. The vote was unanimous. Huntington Square, 6101 State Street, opened on October 1, 2025, during Arturo's term as Mayor: 48 furnished apartments for low-income seniors and formerly homeless senior veterans, with counseling and case management on site, built by the nonprofit A Community of Friends. Arturo stood at the ribbon with Supervisor Janice Hahn.
